Subject: Standard Q for O's. Compete at any regions O's to compete for Nat's, Worlds Q's, the inequities would be solved. O's could have a predetermined cap. The more popular regions would close more quickly. Not entirely fair, but more like a lottery and less like penalizing someone for where they live.
