The basic idea is that people will join security firms who offer protective services. These protective service agencies will have agreements with each other as to how they will solve conflicts - most likely by both of them agreeing to go to certain private courts.

There could be competing courts, competing for the business of the protective service providers.

There could be competing protective service providers, competing for the business of people wanting security.
