I wasn't in the Council when that man was banished, and this is the first time I've ever seen the stuff, but I know very well how dangerous what you pulled out there was. +Xeph was turning red with anger, and began pacing back and forth in front of Damon. After a few minutes, she stops and faces Damon once again.+ I'm witholding your Dragon Quest for a while until you can prove that you're responsible enough to actually have one. In the meantime, you'll be helping with the feast, cleaning dishes and serving on people as punishment. By the way, was that all of your Black Powder, or do you still have more?
