Edit the startup scripts to not run getty, mingetty, etc.(which run /bin/login). In their place, just run a shell.
You can remove a bunch of other things once you get rid of logins. Rather than trying to trim down your existing distribution, it might be easier to just build up a minimal filesystem from scratch that has only what you need.
Also, if you haven't looked at Busybox, you should... (http://busybox.lineo.com).
