Where in the rule book is that Keg?

You cannot award a differential for misconduct. When you advance the mark, what ineffect you do, is continue the infringement a further 10 metres cause it is on-going. How is a scrum penalty ongoing? It cant be.

This is a crucial call - imagine 10 secs to go, 12-all and you do that,.......
