Subject: design of small crude gear and rack

creating a simple clamping device around a steel tube of 4.5" dia. restricted height above surface of said 4.5" dia. envisage approx.1.0" dia gear;0.160" thick,(already have substantial material of this thickness available; 12 to 15 teeth. rack to suit at approx 3" long. precision not an issue. already have laser profiling facilities.
clamping band effect is a one shot application. after proving idea works will have market quantity in region of 9,000 + per year.

Design guidance &/or literature would be appreciated.
