I heard it was the Death card, the 13th card of the major arcana. Which is telling, because it means the sniper is unaware of the true meaning of the card. The card generally does not signify physical death, but the death of ideas and things past. It symbolizes new beginnings.

I really don't think it's someone who has been watching WB though, mainly b/c they wrote on the card "I am God."
While I can think of quite a few things a WB fan would have written, that isn't one of them.

My honest opinion, as a writer of murder mystery and armchair detective/profiler, is that this person is a Marine wannabe. Someone who was either refused by the military or denied permission by his family to enter the service. He probably reads all the para military mags out there, works/worked a menial or manual-labor job (possibly at a Michael's store) somewhere in that area, lives either alone or with his mother, is caucasian male, age 18-38, he has low self-esteem. This particular one is probably breaking the mold a bit, because I think he may be of slightly higher intelligence than your avg. joe. I suspect he has been denied education due to caring for his mother, who may be invalid or disabled in some manner. He may also be on the lower end of the typical age range.
I think it is possible he is disguising his true target by lumping them in with seemingly random victims.
I also suspect he is ordering his ammo through a magazine or online rather than buying it at a store or gun show, though he probably does visit the gun shows. He probably bought his rifle from someone he works/worked with or knows rather than at a store or gunshow. This one is going to be a tough one to catch. If he continues to leave tarot cards though, that may be the route to catch him unless he's buying the decks online. He does fit the pattern of getting bolder with each kill though, as evidenced by the card. I think if he is caught it will be that he is seen getting into his car with the rifle, since he is apparently shooting from the vehicle rather than taking a position elsewhere.

Of course, I could be entirely wrong too.
