As we can see, bombs weren't built for speed—or for handiness, either (unlike fireships, for which speed and maneuverability were advantages, and which could be exploited for those qualities as corsair-hunters when not expected to be needed for their primary role). Since they were useful only against land installations, they would often accompany a fleet on an amphibious operations that included at least some ships of the line, and thus did not need to be able to keep up with frigates. I guess that if they were attached to a lighter frigate squadron for an operation against weaker fortifications, the frigates would just have to slow down to let them keep up.
