Ron, are there anything like useful and complete ship lists for the navy in this book? Unfortunately, Selim III did not become sultan until 1789, so anything about the navy in his reign would not be very helpful about the navy that fought the Russians in 1770. A complete list of Selim III's navy would be useful for the war with Russia of 1787-92. An article has been published in Turkish on Selim III's building program, but it covers only new ships, not the ships that fought the war of 1787-92. Selim III has been the subject of at least one previous general study in English, by Sanford Shaw. It had a chapter on general reforms in the navy like a naval academy and a requirement that navy officers know navigation, but covered other reforms of Selim III's reign as well.
