I don't see any mention in Richmond of abandonment of or burning of ships of the line (or any other British vessels) at Cartagena. In his list of British losses in vol. III, Clowes includes "Galicia (prize)" as "Burnt as useless at Cartagena" on April 16 (o.s.), 1741. He lists no other British ships disposed of in this way at Cartagena or anywhere else in 1741. Some of Anson's ships were burnt as unserviceable, but they were never anywhere near Cartagena, and their destruction had nothing to do with Blaz de Lezo's defense.

Undoubtedly, some ships were broken up in England in the course of the year 1741. I don't think the British burned their unserviceable ships when they had a chance to take them apart.

I have a list of ships of the line in each belligerent navy during the war of the Austrian Succession. As far as I know, the following ships were in the British navy on January 1, 1741 but not on January 1, 1742, and thus were stricken at some time during 1742:
• Newark, 80
• Hampton Court, 70
• Canterbury, 60
• Argyle, 50
Other ships might have been taken out of commission, never used at sea again, and disposed of after the war.
