I haven't found a plain statement to that effect yet. Meanwhile, in any case Victory would not have been flying a White Ensign from the foremast, but rather a white flag with a red cross, the flag of "England." That was what rear-admirals, vice-admirals, and admirals of the "White Squadron" used as a command flag. Collingwood being a vice-admiral of the Blue Squadron, Royal Sovereign would have had a plain blue rectangular flag at the foremast; Britannia would have had the flag of England at the mizzen mast.
