I happened to be perusing some other pages in Wilson and saw a note (p. 31) that on October 10, 1805, Nelson had ordered that in action all ships under his command were to display a Union Jack from the foretopgallant stay as an additional recognition device. That would make the full set of flags on Victory at Trafalgar, apart from signal flags, as follows:
(1) Union Jack on the staff on the bowsprit
(2) Union Jack on the foretopgallant stay
(3) Command flag of the White Squadron (“England”) from the fore peak
(4) White ensign from a halyard at the spanker gaff
And no commissioning pennant from the main peak
