Given the attention, at the time and since, to the battle of Trafalgar and Victory's role, it is possible that one of the officers described exactly what sails were set, in memoirs, reminiscences, or post-battle correspondence. I think information as accurate and precise as you want is going to require canvassing those sources. The Trafalgar Roll, I think by Fraser (I'm still not at home with access to my library), listed all of Victory's officers and described the subsequent careers of those that had them. That would provide a list of names to look for as authors. There is a huge Trafalgar bibliography.

A couple of books specifically on Victory that might describe or illustrate her exact sail suite around noon on October 21, 1805 are:
The Anatomy of Nelson's Ships. Actually just about Victory, a description of a modelling exercise. The author might possibly have researched the sail suite and describe it, maybe even with sources.
The book about Victory in the "Anatomy of the Ship" series that also included the 74-gun ship of the line Bellona, the bomb vessel Grenado, a frigate, and other warships. I have the Bellona volume, which includes many drawings to a consistent scale. The text of the Victory volume might discuss what sails the ship had set during the approach to the Allied line.

I know these books only by reputation, I have never seen either one of them.
