Not sure if this is truly a reply to your comments, but. . .

Per Mr. Yener's article, Turkish ships were lightly built and relatively lightly armed until Selim III's reforms. At that point, they changed to a French model.

1. Am I interpreting that correctly?

2. Did they also begin arming the ships on the French model?
