My ISP hands out the same IP address every time, ie nearly the same thing as having a static IP address.

I want the ppp0 interface to be created before the ppp connection has been established, and not be removed if the connection drops. Reason being that I don't want the kernel to be removing stuff from routing tables when ppp0 disappears.

The interface should return icmp "destination unreachable" if there is no connection.

Is this possible, and if so, how?
