Not quite! Since ethernet is not really a connetion-oriented interface, the remote side can't actually detect that we've rebooted locally. If we keep enough state around, and skip the reinitialization and negotiation steps, we could fool the ISP into thinking that we were up the whole time. In fact, even with a regular modem this could be done if you could force the modem not to hang up across a reboot (probably impossible for internal modems, but maybe possible for an external modem).

Of course, if we get some sort of error back from the other side, we'd then have to give up on our saved state and do the full reinitialization anyway. This could happen if the other side timed out while we were rebooting, for instance.
