But PPPoE is. And unless your machine can reboot quickly
enough to avoid any kind of LCP Echo-Request timeouts,
the other end *can* detect that you're rebooting and
deallocate your IP address.

Basically, if you want a static IP address, you need to
find an ISP that gives you one. (They do exist; my
DSL connection uses PPPoE, but I have a static IP
address.)
