I have a similar setup except it runs on RH 6.2+. The firewall is implemented as per rp-pppoe IPCHAINS rules. TOP is around 66% as you say but I'm getting the maximum bandwidth, which occasionally can run as high as 300 KB/s after recent Sympatico upgrades. I do my speed tests on a Windows 2000 Pro SP4 machine on my home network.
