 Add this attributes (upstream and downstream) in reply table. this attributes are passed from radius server to radiusclient, and radiusclient store all reply attributes in /var/run/radattr.pppX file. After this, pppd is coming up and run /etc/ppp/ip-up script, into this script you put the band limit using HTB method in tc (trafic control - iproute2) command. See man tc to details.
