Laurie, Boozhoo!
This is happening a lot everywhere. I am told everyday that because I am not a card carrying indian I am not indian. So I tell people I am not indian. But, my great grandmother was Anishinabe and she never let me forget who I was. I have been on the Red Road longer than most card carrying rez indians. I dance and sing to Mother Earth at Pow Wow's right along side a lot of blue eyed non card carrying indians. Tell your daughter that being indian is not a color, or a card. It is a way of life. You and she need to talk to an Elder. Offer tobaco left hand to left hand because it is closest to your heart, and respectful of the Elder. They will lead you where you need to be. It always hurts that a "teacher" is so hard hearted. She may have a card, but she is letting the government tell her who she is.
