Their are two possibilities. One is that she's having a phantom pregnancy where a female rabbit pulls out her fur to make a nest (even though she's not pregnant).

The other possibility is that she is pregnant & making a nest for the babies.

If she's only young & there's no risk of her being pregnant, then it's the first scenario. When a female rabbit reaches maturity, the hormones are running wild and take over. It's best to try & discourage her fur pulling as she could ingest quite a bit of it. Keep her amused with toys & let her have lots of runs with you to get her mind of the nest building. In the future, you may want to look into desexing your girl & this will help her in the long run to avoid hormonal outbursts.
