Subject: Bunny drinks a lot/ doesn't gain weight

I have a Sooty Fawn Dwarf Lop which we found abandoned. When we first found him he was really skinny although its been over a year and i barely see a change in his weight. He has pellets 24/7 (which he barely eats) and he is also givin at least one vegetable a day + a lot of hay. He likes the vegetables , but he mostly likes to drink water. i have a huge bottle which i have to refil everyday. But no matter how much we feed him, he doesnt gain any weight. Could it just be his rabbit type or a disfunction with something inside of him, or should i not be worried about this?
any help would be great
