Yes, that's of course the way everybody thinks, but you have to consider that they suck your bandwidth (therefore stealing my time and my money) and ISPs are not as cheap in Germany as they are in the US (not yet).
btw: what do you American pay for your internet connections at the moment? Is it true that they are free for many people because the ISPs don't charge any fees and you don't have to pay phone fees because most of the call-in junctions are placed in short distance area and short distance area calls are free in the US? Tell me more about that!
