Subject: Does this look infected?

Somethings wrong with ma guinea pig. He WAS a top rank breeding guinea pig untill recently. Firstly, his skin is all dry and flaky on his belly, i think its on his feet also. Secondly, i see him eating normally yet hes as thin as ever, it seems like hes constantly losing weight. I cant even pick him up anymore without him squeeking his little head off. Finally, hes losing a lot of fur. It must be hurting him. I think its a bad skin infection. My friend had a similar problem(no hes not a guinea pig) on his hands. They went flaky and got really painfull. He got some medication for it, can this be the problem with my guinea pig?
Anyone with any suggestions for RED13(guineapig)PLEASE reply.
