Looking for my Dad

I'm looking for my dad. My mom was in the Military in when I was born(1986)and decided to sleep with a married man. His name is Roosevelt Howard(As I'm told). I was born in Oceanside,California(Camp Pendelton Navel Hospital) where she was stationed at the time.I found some info on him on my Birth Certificate about home like the fact that he's from Georgia. I get so close to get so pushed back to square one. Or every time I'm close he moves or something. I just want to know him.I've paid for bunches of sites and NOTHING.....I'm done going that route....I would really like to know him and have my husband and children know him...I'd really like the help....Thanks
