There is a technique for starting a warm Aircooled VW engine. Whilst operating the starter, slowly depress the throttle pedal all the way down, and hold it there until it starts. Wide open throttle allows more air through, to overcome the flooding. Don't pump the pedal, as this operates the accelerator pump, which squirts neat fuel into the venturi, more likely to cause it to flood.
