Try cleaning the carbon deposits (can sometimes be extremely restrictive) out of the intake manifold. The egr valve was a mistake in the tdi design and leads to horrible disgusting intake clooging problems from carbon build up. Youll have to remove the manifold and scrub it clean with a thin wire brush and a good pick in a kerosene bath. Cut the erg valve off (years 1996-1998) leaving a slight lip and run an extended rubber hose and plug the exhaust manifold with a custom made plate from the flange of the stainless exhaust tube. You'll get an engine light but no more carbon build up ever again. For 1999-2003 dieselgeek.com has a racing pipe to replace that ridiculous egr valve contraption. (niner3d@charter.net says so)
