I think the answer is probably no Keith, but good luck anyway. There is a thing called "Crown Immunity" which prevents the government from being sued over anything.

I'm sorry if you had a bad time but I think your statement than everyone was abused is a bit of sweeping one. I was at an open borstal in the early 1970s and it wasn't all that bad. I never got a kicking or any physical abuse and I didn't know anyone who did while I was there.
