I got caned a few times at approved. The procedure was precisely laid out by law in the "Approved School Rules" and canes used supplied by the Home Office. So I don't think there would be much prospect of them allowing every kid who felt a cane across his arse at approved school being allowed to sue.

Your friend with the cane at home was probably just some old perv who should have been done.
