Did this ex-beauty queen forget to pay the Hawaii police department a "protection money" before selling drugs?

This Honolulu Star Bulletin newspaper article suggests that if you pay cops in Hawaii a certain amount, they will not arrest you for dealing dope:

But this Honolulu Advertiser news item says the Honolulu officers arrested Miss Hawaii USA 1998 Tiffini Hercules and her Hawaiian husband last Tuesday, Sept. 14, for possession and sale of dangerous drugs:

A Honolulu police officer threatened several times to murder auto shop owner Larry Woodward because of an argument over a tire. "I'm a policeman, I can do anything I want. You're a dead man.
