 She's probably a cousin of lovely Ness, the famous Ilocana actress who dumped husbands/comedy actors Dolphy Quizon and Joey Marquez. Yup, Alma Moreno was born Vanessa Moreno Laxamana in Ilocos Sur (Vigan or Sinait, not sure which city/town).
