If Poly had what they wanted... and saw an increase in mercahndise sales, would that mean the Foundation could/would spend more on sports? Does the athletic department receive any benefit from Foundation sales?

To the best of my knowledge it does not. The Foundation is basically a business unto itself. It's an 'Enterprise' with revenues and expenditures separate from the general fund (of the campus).
