I thought it was called "Silicon Beach" for another reason. ;)

Seriously, I don't think you could go wrong with either Cal Poly or UCSB. They are both good institutions, in one of my favorite parts of the country (the central coast of California). The party element can be found at any institution, so I wouldn't put too much stock in the "Party School" label.
