Obviously, you have never directed a pageant and DO NOT realize the preparation and the co-ordinating of schedules it takes to direct one, not to mention the added expense. It would be Soooo much simpler if other locals would not have to go thru that. The point is, UNC-P seems to have been granted permission to choose their OT in a different way than the rest of the locals. Other locals have REQUESTED to be able to do this and they were DENIED.
