Eastern new conference for no schoolerships are.
Mercer
Stetson
Kennesaw State
Jacksonville
Davidson
Campbell
Morehead State
That would be 7. Other schools that could add football as will.
8.Belmont
9.Lipscomb
10.Florida Gulf Coast (not ruled out for the future)
11.High Point
12.Winthrop
13.College Of Charleston (saw something where they did talked about adding with pros and cons)

The western part.
1.Drake
2.San Diego
3.Dayton, ohio
4.Butler
5.Valparaiso
6.New Orleans
could add football.
7.Cleveland State
8.Cal.-San Diego
9.Wis.-Milwaukee
10.Grand Canyon U.
11.Evansville
12.IUPUI (questions and answers with students, the President said football could be added in the future on their website.)

So, if more schools add non-schoolership football, you could see a split in forming two new conferences one for the east and one for the west.

A few points:
You forgot Marist who's already in the Pioneer League, and Kennesaw St is going scholarship route.Cal-San Diego is not D-I. Cleveland St. said no already.

Cal.-San Diego mentioned on going D-1 and have applied to join the Big West conference. I know the students voted no, but it does not mean the school officials would still upgrade to D-1. They are a big college.

As for Cleveland State? They said no for right now, but they did not ruled it out for the future.

Marquette did a recent study and late last year said no to football. They were looking into the cost of adding football for the FBS level and joining the Big East. Did not study it for no schoolies at the FCS level.
