Throwbacks resemble the 1937 team, the first team based in the nation's capital. The throwbacks were revealed yesterday.

I would hope they did more research than my semi-idle speculating, but that actually sounds illegal to me.

That's just a poor description written by someone who probably has no clue what historical football uniforms looked like. The helmets are supposed to resemble the leather helmets of the 1920's and 1930's. Uni Watch had some nice, close up pics of it yesterday:
