I think you are severely jumping the gun on your hypotheticals as Abilene Christian and Incarnate Word are Div II schools and most of these schools don't have the support facility wise to jump to FBS.

Incarnate Word has confirmed a move to the Southland Conference and Abilene Christian is heavily rumored to join them.

Well, not right away. They could play FCS as independents until they are ready lets 2016 or 2017.

WAC could look like this if some rumors are true.
Idaho
New Mexico State
Denver (rumor to add football)
Seattle (rumor to add football) both schools could play in the pro football stadiums until they can build their own.
Utah Valley (looking into adding football)
Grand Canyon U. (looking to add in the future) same as Denver and Seattle playing in a pro stadium.
Lamar
Sam Houston State
SFA
Central Arkansas
Those 4 in the Southland conference seems ready. The problem with the 5 Louisianna schools seems to be money issues to make the move. Abilene Christian and Incarnate Word seems to be in a much better financial position than the other schools.

Plus, they can always get North Dakota State, Northern Iowa, Missouri State, Central Oklahoma, SW Oklahoma State, Colorado-Mesa (seems they changed their name to make a move to D-1), Colorado State-Peublo, Western Oregon, Cal-San Diego, Humboldt State and Central Washington. The problem I see with the Big Sky conference schools who refuse to make the move shot themselves in the foot since the WAC was the only place to go to move up to FBS status. It is against the NCAA rules that a whole conference can not upgrade or move from FCS to FBS. As it is, there is a lack of football schools at the FBS level in Hawaii, alaska, Washington, Oregon, Nevada, Utah, Idaho, Montana, Wyoming, Arizona, New Mexico, Colorado, Wyoming, Oklahoma, Kansas, Nebraska, Monatana, North Dakota, South Dakota, Arkansas, Missouri, Iowa, Minnesota, Wisconsin, Mississippi, Kentucky, Wisconsin, Georgia, South Carolina, Virginia, West Virginia, Maine, Vermont, New Hampshire, New York, New Jersey, Rhode Island, Delaware, Conneticutt, and some other northeast states. Everybody wants schools from Texas, Florida and California.
