I know it's just semantics, but it's technically not a "drop" from NCAA D-II to NAIA. They're roughly equivalent - 36 scholarships to 24 scholarships in football. Some sports actually have higher scholarship limits in NAIA. Competitively they are about the same.

I'd say the bigger factor in determining which one a school belongs to are the conferences available and sports offered.
