Been reading some news articles about the Big Sky will welcome the rest of the WAC members who do not have a home which would mean that the major schools like Weber State, portland State, Sacramento State, Cal. Poly, Cal.-Davis, Eastern Washington, Montana, Montana State and Northern Arizona all have attracted large crowds that have been sold out. Plus, the PAC 12 schools would welcome that since a couple of years ago, Arizona State was 6-6, but two of their wins came against Northern Arizona and Weber State. That meant they did not qualified for a bowl game, and one of the teams at the FBS level canceled and that Arizona State had to add another Big Sky school to play against. It would be benificial for the PAC schools to have these teams upgrade. Most of these schools would be like quality wins. Eastern Washington almost pulled an upset last year against Washington. When you add these schools to the sceduals to play, you might get sold out stadiums in the PAC12. I have heard they are not selling out. But, if you do add these schools upgrading enmass, and the fans are very loyal? You could see many of the Big Sky fans travel to watch their teams play against the big PAC12 schools, and since the PAC12 schools are not afraid to play them, and you do get upsets like Sacramento State beating Oregon State last year or Cal.-Davis beating Stanford a few years ago. As it is right now with the economy, it could help the big schools who are not making profits be able to play more schools that are closer by to help make a profit. It could help the FCS schools as well. I think they should combined the two, play the bowl games, and use the FCS playoff system as an NIT like they do in basketball for teams who did not make the big dance.

What are the current restrictions for a team to move "up" to Division I-FBS? I remember several years ago that there was a "moratorium" in place and the NCAA was apparently trying to limit the number of teams changing divisions. Is that no longer the case?

I think it was a four-year moratorium that has since expired. I remember Western Kentucky snuck in right before it was set to start. And obviously it's not going to be around anymore since we have four new FBS teams for 2012.

The NCAA has moved to a different strategy to limit the number of teams switching divisions. You now have to be invited to a conference in order to move to a new division. UTSA and Texas State for example couldn't move from FCS to FBS until they got a WAC invite. Theoretically, demand for new teams will reach a limit when conferences no longer have room for new teams.

With Appalachian State looks like they are going to upgrade, with Georgia State which both could fit in the Sun Belt, and the WAC are hurting for teams as is, I think more will move up besides Texas State, UTSA, UTA and U.Mass. I do see that teams that are in heavily populated areas would get an invite first before others. Imagine Fordham in the NYC market? As it is, many people who do not live in areas that are local Universities do not care for the teams. They will be more excited if their teams are at the higher levels.
