I have schedules back to 1983, only a few years after Div I split into 1A and 1AA, but not the energy to try to read the print any more. There may have been a couple for teams going from 1AA to 1A back then.

New Mexico State played New Mexico Highlands in 1999, Western New Mexico in 2003, and Angelo State in 1986 and '87.

UTEP played Valdosta State in 1995.

Louisiana-Lafayette played North Alabama in 1997.

UTSA played both Texas A&M-Commerce and Northwestern Oklahoma State in 2012, but that was a transition year so I don't know if you'd count that (they also played a game at FCS Georgia State, a practice that's basically unheard-of now).

Hawaii played Santa Clara and Abilene Christian in 1979 and 1980 respectively.

There used to be a site that charted these things as well as FCS-over-FBS wins, but I can no longer find it. I think I hit most of them since the 1-A/1-AA split in 1978, though.

NCAA website actually has a page that keeps track of the FCS over FBS that I found when looking for the other instances of FCS teams beating ranked FBS foes

As for NMSU scheduling a game against NMHU last year, probably can chalk that up to COVID-19 pandemic wreaking havoc on sports and there not eing many local D-I school for NMSU to play. NMSU is actually scheduled to play Hawai'i twicd this year.

Yes, I don't think that will happen again (FBS vs D2) unless there's something crazy like a pandemic affecting scheduling. But then if the rumored breaking away from the NCAA by the 'power 5' conferences happens in the next few years, that could also impact scheduling.
