I can't access the article, but it seems there is some leanings towards it.

I am a graduate student at USI. This is highly unlikely. The exploratory committee did not consider football while evaluating the move from Division II to Division I earlier this year, citing that "this would require investment and facilities that are out of scope at this time"

Actually, the move to Division I was extremely unpopular with current students and alumni alike. Sinking the money needed into a football program on top of it would be a move that would probably be an even more unpopular decision.

I suspect that article is merely speculation and a "what-if" scenario rather than any indication of a true addition. To my knowledge (which I won't pretend is overly intimate), there has been no discussion about adding football.

There have been talks recently of D2 could be no more as D1 could be 1A and 1AA for all sports. Which is why there is talks that a lot of the D2 would be part of 1AA while several FCS schools going to 1A. No as for football? Evansville does not have a college football team. If Evansville can find people to donate money for a football team? That is possible. Evansville seems to be a large city that can support a D1. Adding football to Southern Indiana could entice UIndy to move up.

Evansville had a non-scholarship Pioneer League team that they couldn't support and dropped pre-2000.
