Yes they are. You will be amazed how loving, sweet and gentle these creatures are.
I've owned rats for five years...
The only down side is their short life span.
They have personalities like large,laid-back dogs.

I
>heard they make the greatest pets and are very
>effectionate.

They sure are.
They can learn their names, come when called, kiss and cuddle, use a litterbox..And they love hanging out with YOU.
..They are great. I no longer keep them cause I just could no longer deal with the short life span of such a sweet creature.
Anyway,here are some links:

No one has ever approached me and
>requested I rescue a rat, so I ahve no experience.

It's best to go with a breeder if you want rats...Select two or three of the same sex.

I
>have been told that they have a short life span, is
>that true?

Yes. The sfs lives 13 and over, the pet rat might make it to three, but usualy does not.
Because of inbreeding to get fancy colors, rats no longer live as long as they did 20 years ago which was 3 to 8 years (according to the Ratlist.)
if you can deal with the pain of loosing a pet every two years,a pet that will love you as much as a dog does, than go for it.
A lot of people find ways to cope with this...When one of my favoeite rats,Marshy, started going downhil,I decided I could not take it anymore..Marshy's brother,Thistle slipped into a coma last halloween eve and he was the last rat I've owned.
I have a friend with pet rats,so I still get regular rat fixes.
