I had lots of troubles in school, and now I'm in university and am getting assistance from my school. One thing I found that helps me to remember things is to listen to them while following along with the text. I can actually remember peoples names and dates now from documents. I have some software that reads text to me. I haven't used it specifically for math but it may work.
You may be able to just type in your multiplication tables to your computer and have it read them to you. I have a mac and it has an option in my system preferences called "universal access". Within this I can set a key command to speak any text that I highlight. So what you could do is get a friend to take your tables and write them out so the computer can speak them. For example 10 times 4 equals 40 (if I don't write it like this my computer doesn't read it right). Then with your sheet of written formulas you could have the computer read them to you as you follow along.
If you have a PC you may want to look around on the internet about text to speech, I don't know if the PC comes with this but you could probably find some free software somewhere that will do this for you.
Also I find it helpful to isolate things I need to read, for example if I can't get my computer to read me something I use a ruler to go from one line of text to another. If you have a math question you may want to cut a window out of a peace of paper so that you only see one question at a time. If you are answering questions on a test, I would use this paper and be carful to double check my answers to make sure I'm seeing the numbers correctly.
If you haven't already I would find out what assistance you can get from your school. I get an extra $10000.00 a year for software and help from the school. This is in Canada though, so I don't know where you are from but this could be an option. This way I get extra time on tests and exams. They bought me specialized software and a computer. I get help with writing my papers and I'm also aloud to write my exams on a computer and in a separate room so as not to be distracted.
