There is something that does not add up here. You should get more than 6mph with 40 hp, even if you engine is only producing 75% of its power.

You have check prop size, which I would do as first step. I wonder what the engine revs at. Do you have a rev counter?

Also, do you know what prop you have on? Norris are pretty good, but I could check against a couple of progs that I have.
