I don't know anything about this engine but a quick google suggests that the base engine is 2112cc Peugeot diesel from 504 car. As that Peugeot engine appears to have been new inabout 1971, it seems likely that your engine is a bit younger than you think.
The 504 engine was quite numberous and spares are still easily available. I would suggest two approaches if you have no luck using the Volvo emgine number. You could try a good auto-electrian. They may have have some reference books that might help. Also, you cold try a local scrappie for a 504 diesel starter moter. Take along some measurements of mounting hole spacings etc, maybe take some photos and make a cardboard mockup to see if a 504 part is likely to fit.
