In your case there certainly shouldn't be any petrol leaking through the carb and filter. This would tend to indicate that the carb needs either a complete overhaul or replacement. As there is a drip tray under the filter it would appear that the previous owner was aware of this and this was his solution! Given the volatile nature of petrol vapour, it would be wise to get this sorted before you take the boat out again IMHO.
