There are plenty of trimmers who will make up a hood for the old bars, either by cutting paper patterns or measuring and using a CAD system. It's usually best to use a local company as they will need to visit to measure. Look for trimmers and upholsterers in yell.com or google.

For a boat like the Sailer 23 you may find a company that has an existing pattern and that can work out much cheaper. It may even be cheaper to replace the bars. But you do rely on their pattern matching your boat.
