I read through the decision once. The obstruction was reasoned on the 2010 Favre case where he texted the pic of his unit to the female reporter and obstructed making his cell phone available. He was fined $50k so the judge ruled that the precident for this type of obstruction was a fine not a suspension.

I can summerize the rest of the case

Judge: What evidence is there that Tom Brady knew about or had any influence on the inflation level of balls in the AFC Championship game?
NFL: *crickets*
Judge: That's what I thought.
