We just bought a Bally game maker touch screen. When the machine is first turned on the monitor is perfect, but after about ten minutes, the monitor has white lines going across the screen, and the quality of the screen goes out of focus, the machine can still be played. Is the monitor going bad?

dosent sound like the whole monitor is going out.
but possibly some capacitors on one of the boards.
A good old fashioned TV repair place may be able to fix and or
tune the hell outta it :)
