Slow turning reels can normally be resolved with a set chip.
I am a recent slot owner myself. I was having an issue with my bill acceptor. After doing alot of research online, I think you have the same issue I do.
You need to pick up a pair of set chips.

Bottom line is when you make a major change to the slot machine like that, its trying to prevent a casino employee from cheating it, so they make it require these chips to be installed. You then set a few options and remove them.

On an IGT S+ the reels will spin slowly if the door was opened in the middle of a spin. I suspect that the fuse blew in the middle of a spin.
You may be able to resolve this error by closing the door and turning the jackpot reset key once. Sometimes this can be a stubborn error, though, and the easiest way is to do a ram clear (with a clear chip) to reset the game.
